The first question that comes to mind is why. Who would want to create something utterly useless? The answer is nobody really wants to, it just happens. The inventor may be caught up in the moment of creative activity and not stop long enough to ask pertinent questions. The image in their mind is perfect so they busily ready the idea for patent.

There are such a large number of patent applications every year that a few bad apples are bound to get through. Of course, it will not be long before they are caught and labeled useless but by then it is too late the patent has been issued.
